Malaysia had closed from march 2020 to  hires foreign workers because of pandemic COVID 19. Workers who were workingbecause of there contact finished they have been moved out from the country. So inside country got shortage of manpower after lock down was over. Finally on Dec 26 2022 government open some of its sector specially in plantation and rest on Feb 15 2022.
Ministry of Human resources has received 111000 of application demanding foreign workers Since it was open on Feb 15 2022.
On Feb 22 Datuk Seri M Saravana  told that out of 111000 application applied on manufacturers sector only 77848 followed by plantation 13119, service 10611, construction sector 8550 agricultural 1699. When application was opened some of the employers faces  problem to apply he said he didn't deny that.

This shortage occur due to temporarily stopped of hiring foreign workers Apart from that, Saravanan said, employers were also allowed to apply through the Private Sector Employment Agency (APS), which was previously only allowed for application for domestic maids.

Now country opens for foreign workers there will not be that much shortage which was faced before.
Prior to that, the government announced that entries of foreign workers must comply with the standard operating procedure (SOP) on the entry of foreign workers which had been approved by the Covid-19 Quartet Ministers Meeting on Dec 14, 2021.

The SOP encompasses four phases, namely pre-departure, upon arrival and after arrival.
And the sop for foreign workers are as follows:-
1:-  Foreign workers undergo a health check up at a medical center in the source  country .
Foreign workers must have a valid  vaccines  certificate.
2:- The medical center in the source country security and health 3:-screening.medical  center uploads a copy of the vaccines certificate.
4:- If the foreign workers  passes the safety and health screening the employers can apply for a visa . Health report and vaccination certificate is available online  in immigration system .
5:- Once visa is approved employer must book and pay for the worker quarantine station slot in Malaysia with in 14 days before their arrivals.
6:- Foreign worker undergo Rt-pcr screening 2 days before departure to Malaysia and confirmed negative

7:- Foreign worker download and register their profile in my shejatra upon successful registration foreign workers complete the health assessment information on Sejahtera before departure.


So there are the standard operating procedure from immigration department of  Malaysia who ever now want to come to Malaysia must need to follow these step and must need to apply through online .
